"Officer" Stevens was a corrupt Tree Hill police officer, he appeared to be helping Haley in the case of her missing husband Nathan, when in reality he was in fact helping the kidnappers. He arrives to the place Nathan is being held giving Nathan a fake gun to "get away" which is when we find out he is working for Dimitri. We meet him again after Nathan kills Dimitri holding him at gunpoint. Ranting about "Having to do everything himself" before being knocked unconcious by Julian with a crowbar. He is not seen again after that, and his fate is unknown. Though he could be dead, depending on how hard Julian hit him, or if he survived he is likely in jail.
